Enes Bayraklı graduated from the Department of Political Science at the University of Vienna, where he also completed his master's and doctoral studies in Political Science. Between 2009 and 2010, he conducted research for his doctoral dissertation at the University of Nottingham in the UK.

From 2011 to 2013, he worked as a specialist and deputy director at the Yunus Emre Turkish Cultural Centre in London. During the same period, between August and December 2012, he served as the founding director of the Yunus Emre Turkish Cultural Centres in Bucharest and Constanța.

Since 2013, he has been serving as a faculty member in the Department of Political Science and International Relations at Turkish-German University. Between 2015 and 2018, he served as the Head of the Master's Program in European and International Affairs at the same university.
